(2Ch 6:32 KJV) Moreover concerning the stranger, which is not of thy people Israel, but is come from a far country for thy great name's sake, and thy mighty hand, and thy stretched out arm; if they come and pray in this house;
(2Ch 6:33 KJV) Then hear thou from the heavens, even from thy dwelling place, and do according to all that the stranger calleth to thee for; that all people of the earth may know thy name, and fear thee, as doth thy people Israel, and may know that this house which I have built is called by thy name.

The “stranger” mentioned here is a foreigner. It is someone who is not of Israel. It is a Gentile. The historical context here is the dedication of the temple. It is the glory days of Israel. It will never get any better. Israel is God’s chosen people. In the midst of that there is a clear statement that God will pay attention to the prayers of the Gentiles.
When it came to celebrating the Passover there was a different standard,
(Exo 12:48 KJV) And when a stranger shall sojourn with thee, and will keep the passover to the LORD, let all his males be circumcised, and then let him come near and keep it; and he shall be as one that is born in the land: for no uncircumcised person shall eat thereof.Keep in mind that the original temple did not have the outer court of the Gentiles and court of the women. Access was more direct but it seems to have been possible.
